FLASH INFO reclassification, specific guidance

Dear Colleagues,
Reclassification lists are from today available in Sysper2 and you have been invited to consult them.
You have been proposed for reclassification?
Congratulations! Your reclassification needs now to be validated by the Appointing Authority (Director General of DG HR) after advice of the Joint Reclassification Committee, normally by November, with effect in most cases from 1/1/2016.
You have not been proposed for reclassification and, based on your very good performances and reports think you deserve a reclassification ?
First of all check in the table below what is your situation against the average reclassification speed (see below).
You have spent at 31/12/2015 the number of years indicated in the table or more in your grade and you have not been proposed?
This means that your hierarchy has decided to classify you among the 15-25% worse performing staff at the Commission in order to promote other colleagues.
What can you do?
In the short term, you can lodge an appeal within 5 working days counted from the day of publication of the reclassification lists through Sysper2. The appeal against non-reclassification, aiming at asking the committee to re-evaluate your case, should be short (half a page ideally) and point out to your merits/responsibilities/use of languages. The Committee has access to your reports and can duly study your case comparing merits through all the Commission. A certain number of extra reclassifications will be given by the Committee on the basis of your appeals. Consult Staff Representatives about your appeal! They are there to support and defend your case in the Committee.
You have spent at 31/12/2015 less than the number of years indicated in the table in your grade and you have not been proposed?
If you have at least 2 years of seniority in your grade and really think your merits/responsibilities have been exceptional in the last years, you can still lodge an appeal. Please do so only if you really think that your performance has been exceptional and the reports mention this.
We also believe that the reclassification system, with quotas sometimes badly distributed to DG resemble more and more to a demotivating lottery. Solidarité Européenne will strongly put forward these principles and fight for a better system.
